Global capability centres (GCCs), the tech & operations arms of MNCs in India, are concentrated in big cities as of now, but the Budget aims for a national framework to guide states in fostering GCCs across tier-2 towns.
GCCs are creating more employment than traditionally strong IT services business. This framework will focus on improving talent accessibility, developing infrastructure, building regulation reforms, and establishing industry collaboration mechanisms.Tier-2 and tier-3 cities housed 7% of all GCC units in 2023-24, up from 5% in 2018-19, says a Zinnov-Nasscom report.
Nasscom president Rajesh Nambiar said the proposed national framework is an excellent initiative. “The reiteration to expand scope of Safe Harbour Rules for GCCs is welcome,” he said.
